The point is this — Not one person in the world, not Trump (not a President Joe Biden) is OMNISCIENT enough to know all these details you outlined.
To tell Trump ( or say, a President Joe Biden ) that he “should have” done this in November 2019 is to demand that he have the wisdom and foreknowledge of God.
The issue right now is this — GIVEN WHAT WE KNOW NOW, WHAT SHOULD WE BE DOING TO MINIMIZE the catastrophe?

Yeah, I don’t know the answer to that. I don’t know what’s legal to do/enforce etc. I don’t know what’s been recommended and turned down or not?
Re: SBA and Payroll - To be clear I don’t think the payroll tax cut will have much impact. I think the SBA is an excellent and necessary step.
Regarding the ban on travel, I hear what you’re saying. I guess I’m just weighing the additional hit to the global economy vis a vis the amount of travelers. China, SK, Italy, Iran are already on lock down. I’m not sure banning the rest of the EU (not UK?) is too effective given that that virus has already landed here. But, I guess someone counseled him that it was. Not having all the data makes it hard to judge.
And as we said at the outset, I don’t have any issue with the substance, just the delivery.
