The opening sentence makes it clear: “he will suspend all travel FROM Europe TO the U.S. for the next 30 days.”
He is not, as of this statement, stopping anyone here in the US from traveling to Europe. Great Britain is excluded from the ban.

You’ll love it...the food is great and the flights are cheap.
Then europeans will travel through the uk to get to the us.
They can still get here.
Problem is planes from Europe would have to fly here empty in order to get Europeans vacationing here back to their countries.
Then some British travel businesses will benefit if Americans (or Euros residing in U.S.) wanting to travel to Europe can go to London, then fly, take a ferry or drive thru the Chunnel to go to the Old Continent.
