Bayer used to have operations in Elkhart, IN. They shuttered those beautiful buildings and left. Would like to see those buildings and operations back in business!

I suspect that there are many facilities like this. The question is how costly it would be to get them up to code for a modern production line?

Another problem is that the supply chains are very complex for many products. Production in the US would still need to get materials from a global supply chain. One would need to amend the tax code to encourage businesses to keep reasonable reserves of their input materials. Sound-bytes ignore these very real issues.
