I agree with the poster here who said he should announce a “Marshall Plan” type operation to bring all drug manufacturing back to the US.

One approach is for the Pentagon to start a crash program to accumulate a strategic stockpile of antibiotics and all other drugs needed--using 100% "BUY AMERICA" approach.

VA could do the same thing.

This would be analogous to the 1980s edict from GSA that all government computer purchases must be compatible with TCP/IP protocol, which greatly accelerated the growth of the Internet.
