not sure, but a lookup of “tactical backpack” on amazon shows a lot of cool backbacks that have a lot of small pockets and clips, so I’m guessing that is to hold magazines and stuff.

What makes a backpack tactical? Not sure, but I suppose it could be related to this tactical diaper bag, with MOLLE webbing and quick access, but concealed, baby wipe pocket.
