The ones that don’t get bailed out will, no doubt, follow that policy. Cruise line companies are likely figuring out now that their number is also up...but no bailouts. All the suits there are simply trying to figure out the most lucrative exit strategy (i.e., how to get the most cash out of their companies without triggering the SEC).
