They really have no choice; the high cost of living (read: taxes) combined with the loss of good jobs (employers fleeing) have made it very difficult to stay here. Whereas in the past people left after retirement, now many leave when the last child finishes high school (not even college; they go elsewhere) or before they even start a family.
