As I read it the assault occurred in MO but he died in Arkansas. Perhaps MO can take a shot at him. Missouri also uses the death penalty.

They must’ve been trying to prevent a situation where a possible murderer was not a resident and extradited - so the death penalty had to be decided by the state in where the crime took place.

You’d have to under stand the poor level of education including legal in these 2 states. Since I live in TN just out side the Memphis county line we get their news. They use our 1 public hospital’s trauma unit Elvis Presley Trauma Unit Nic Unit are the only A+ in the 3 state and counties area. The other states don’t want to pay their Medicaid share which they owe. Rest of hospital is the PITS.
