In all .gov organization the pattern is that the political types at the top are some combination of scheming, corrupt, and incompetent.
They are usually sociopaths highly skilled in back-stabbing, finger-pointing, lying, and plotting. That is often combined with a lack of technical skills to effectively supervise operations.
The worker bees usually just do their jobs, some better than others.
With some exceptions, that’s been my experience when dealing with them.
