This isn’t recent. It is part of what Admiral Rogers went to the FISA court about. GP is just bringing it to attention again.
He found at least 4 contractors who were doing searches outside of their “job” at an 85% clip.
There are intimations that this getting shut down may well have been what inspired the prologue for Crossfire Hurricane.
