I think Trump thought these people were like the private sector and that if there is a new boss, employees would naturally shift their loyalties to the new guy.

Yep, and he’d be right. But this is more like what happens when one company buys another and you’d think the people in the acquired company would jump thru hoops to fit in and keep their jobs. But gummint is different, they’re got loads of job protection just by being civil service employees and they know they aren’t going to get fired unless they screw up bigly. So they can obstruct, resist, lie, leak, and wreak all kinds of mayhem without the same fear they’d have in a corporate setting.

heck, our area elected a new sheriff (demonrat) after old sheriff retired a yr ago. Employees are still jumping ship.
