We should not encourage everyone to go to college by making it “free” when a large fraction of college graduates are not using their degrees.

No, it is actually worse than that: Less than half of the freshmen who START COLLEGE do not bother attending more than 3 semesters!

That includes:
“I am not interested in college any more ..”,
“I quit”,
“I failed”,
“I failed to attend enough classes”,
“I failed to attend classes at all”,
“state scholarship free money stopped because of ...”

So, you would want more than 1/2 of college freshman to not bother attending more than 3 semesters?
