Years ago, Iowa was a “may issue” permit state.
You would need to appear before the county sheriff to get his permission.
Then, take a class on gun handling.
The permit lasted one year and had to be renewed.
Carrying large sums of money was not sufficient...
A threat to your life was almost mandatory.
