But, it doesn’t matter. Fact is, this president does it during an election year, not ten minutes before leaving office like the rest.

Before President Trump I thought pardons were only allowed upon leaving office!!

I agree. doing his pardons and commute of sentences now is proper. I think that the ability to pardon and commute sentences should be striped from the president one month before an election and returned only if the president wins the election. at the end of the second term the new president elect has to approve any pardon handed out by the old president leaving office. unless the president is willing to face political damage for his pardons he should not be pardoning anyone. but of course to do this means constitutional amendment.
