That’s a sanctuary.
Calling ICE ten minutes before you release them isn’t cooperation.
I lived in Chesterfield.
It has been completely overrun, much of it is unrecognizable.
I now live in Henrico.
Henrico is 10 times worse. A lot of places won’t recognize detainers; they want the imprimatur of a court order. The Fed Icers just have to get off their butts and go to court. Don’t forget, Ice is still part of that whole Federal mess that railroads people into jail(like Flynn or Stone) into jail that don’t deserve to go. The locals are lawsuit wary. If ICE wants these guys bad enough they can assign an agent to be on patrole right near the jails so that when the locals call and say they are being let go at such in such a time, ICE can be right there to pick them up.
