IOW, he’s buying delegates.
The question is; for who? He does appear to have too much baggage to be a viable candidate in the GE. But with a hoard of delegates under his control, he can wield king-making power at a brokered convention.

You don't blow upwards of 2 billion dollars of your own pocket change to become a kingmaker at a convention. You can do that for A LOT less in donations.
Strangely, the liberals believe their own PR; Trump is unliked by all, no one will ever vote for him, and the lingering stain of impeachment will turn those pesky Republicans against him.
That's how a guy who bans Big Gulps thinks.
He is an odious candidate. The radical left dems would form a new party rather than support this guy. He has far less appeal than Hillary or any of the other dem candidates, and he must realize it.
However he has spent over 300 million as of now. He is buying delegates. He is monopolizing all the political talent and airtime he can muster. So, he cannot be king but he is setting himself up to be kingmaker.
Who does he want to install? Not Bernie. Warren? She is damaged goods now, a billion dollars will not reflate her. The tiny mayor Pete? Maybe. Klobuchar? She will not survive much longer. Biden is down for the count. Of the rest of them Tulsi would make the best showing against Trump but I don't think Bloomberg could buy her.
That leaves whom? Hillary? Michelle? Oprah? John Kerry? Al Gore? Al Sharpton? Al Green? Colin Kapernick? I have been reading for years about how thin the dem bench is. There you have it.
My guess is the turning point is going to be those super delegates again.
