There are TOO many people sucking on my Wallet - at all levels - Local, State and Federal. Moving them only creates local fiefdoms.
The only option is to shut them down. ALL bureaucracies - look at your workplace How many people are in your HR dept.? Who the hell needs HR - some soy boy / soy girl ? THe same problem you see with the Priests abusing children - the parents need to get the police in there right away or take justice into their own hands - There is more than one option
