Yes... they do put people into jail.
The IRS that targeted conservatives pushed their information on to the FBI for criminal charges.

I'm not sure why the FBI didn't prosecute though the IRS lost their case against those that where persecuted by the IRS. They victims of the IRS received enough to pay for their legal expenses that was about it

This is called lawfare (it's waging war using the law.) I was targeted in a similar way. I defended Trump in a public forum ran by a large company. The admins called me a racists and tried to ban me in a leaked Email they where banning a number of us. later they changed a rule which I wasn't aware of and never given a warning and dropped my contract with them. I called a lawyer I had no case because the service was through social media laws.
