Is it an abundance of caution?
Is a brief touch of currency with virus on it just as infectious as close and prolonged contact with an infected person?

One possibility is that they have no idea of the scope of the problem or what to do and they are just thrashing around under a mandate to “do something.” Quarantines. Disinfectant trucks. Drones making announcments. Disinfecting money. etc.
Don’t assume there’s an all-knowing group making rational decisions based on their knowledge. If you make decisions using that assumption, you are likely to be wrong.
