Federalist papers and other references would indicate the framers would not have been ok with a bike path as a reason to seize private property. In fact I think if they had reasoned we would end up taking property for such trivial reasons the clause would have been left out of the Constitution completely. The founders envisioned many things but I don't think they envisioned large portions of our population going full retard.

I agree. Some parks don’t cut it for attendance. I would add that I know at least one park in Philly that is famous for its trash, used needles, and feces. This park was a beautiful city park when I was a child and my family used it frequently. Families don’t go near it now.
