A narrow reading of the letter sent to McCabe seems appropriate. Their might be a lot of reasons for it, and we can't say for sure if he's dodged every bullet quite yet, or if he's just been spared this one.
The DC US Attorney's office has had a long hard week. They had the four resignations, and the former head of the office, Jessie Liu, had her (kinda) promotion yanked, as a result. And then today she resigned completely.
It's hard to sort out. I know a lot of Freepers view her as a Deep State sympathizer, but I'm not convinced that's correct. At one point I remember reading that she had continued to argue FOR the prosecution of McCabe, and that Barr opposed it.
As others have said Barr is an "institutionalist" and might not want to see McCabe (a former acting Director) prosecuted just to avoid the black-mark on the Department.
Perhaps it's just a coincidence that the day that Jessie Liu leaves the department the lingering McCabe referral is closed out.
