Of course Russia is exponentially freer than UK in terms of freedom of speech but it is a member of Counsel of Europe and formally adopted all the Euro hate speech norms.
Russian law enforcement is not even 10 times less pro-active in pursuing people over hate speech but there are indeed people sentenced for it.
I don’t know what his calculations are. He could come to the US or Israel, and have a better chance of foregoing arrest. Maybe the Russians would be afraid to target a famous activist. Who knows.
