My suspicions lie in the realm of a complex plato o plomo scheme. Cartel guy goes to a sanctuary city manager, offers a plan of sharing the wealth, like a Mexican Marshall Plan.

City comes up with a tax, say a tax on sugar that residents can easily avoid, cartel diverts some of their wealth into the sugar fund, the city launders the money and keeps enough to avoid bankruptcy, the mayor gets reelected, opioid deaths continue, yada yada yada and the democrats win again. Or some version of that.

Until president Trump unleashes the hounds.
