This article says it is because Chinese citizens were given the SARS vaccine. As far as I've seen, an effective SARS vaccine has not yet been developed, nor has any SARS vaccine been administered to large populations. There is a 99% chance the source you are quoting is a kook. This whole thing is serious enough without all the crazy conspiracy theories.

Actually not "conspiracy" (CIA Narrative) theory. There was a published work from 2006 on this. They attempted to inoculate people from SARS only to find that those inoculated died from a less lethal cold coronavirus.
I don't have the paper handy. No, I'm not going to look it back up. It is just one of many plausible theories.
Not "crazy conspiracy theories."
