There’s a lot of state crimes that have federal laws against them as well but that the feds often don’t bother with. Murder can be tried in federal court.

yes, because even when cops are defending themselves, they get put up before civilian review boards ran by a bunch of lefties, where even the cop gets cleared, civil rights lawsuits may follow.

So, upon judicial review of the DOJ after the case, the Pres does have the right to pardon.
