He doesnt. They do it themselves.
God knows the degree to which He touched them and was ignored or denied.

You and I know God doesn't condemn people to hell, but that is one of the tired old arguments that non-believers use to dismiss Him and ignore hell.

I think non-believers take some comfort in that old saying because they somehow think it means that, if there is a God (them saying that), He wouldn't "allow" them to go to there.

We believers know that they have it all wrong.

Hell is the place where all those who denied him will be without him. So hell is a bunch of souls who will know Gods love was real now without his spirit and love. What a horrible and frightening thought. Anger, sorrow, remorse, hate ... in all those souls together with no love, peace, or Gods Grace.
