He can’t fire them, as they have civil service protection. So stop pushing that TRASH, pal.

(...of course we do have old military bases in Northern Alaska that may make nice places to relocate departments and personnel)

He can rent a warehouse within the civil service posting boundaries, I don't recall off hand how many miles away that can be. (it's been a lot of years since I dealt with civil service folks) Fill the warehouse with desks and chairs and nothing else. No phones, no computers, just restrooms, break rooms, chairs and desks. Institute a hiring freeze, and wait for the resignations and retirements.
