He would not have been selected for the War College, if he was not expected to be selected for the next promotion.
But things have changed a lot since the selection board met, and criminal or administrative disciplinary actions might be coming, that could make him radioactive to any future promotion board (unless the President is a corrupt Dem at that time).
He is still in the Army. I hope his next posting is a bit more of a physical challenge.
But he won't be. He's slated to start the Army War College this summer.

An officer is permitted to resign unlike enlisted who must wait until their tour of duty (enlistment) is finished.
