In my opinion, it would have been better if they’d evacuated the asymptomatic off the ship into true quarantine facilities, completely separate, and overseen by trained and properly protected healthcare providers.

It sounds like they are, as the first 20 were apparently taken to a hospital in Yokohama. But they may be tracking/tracing steps with anyone found to be infected before carting them off, to help figure out who else they've come into contact with. But really, on a cruise ship, with how much surface interaction there is everywhere, they'd be better off just testing every single person on there.

Seems like a mass quarantine would ensure higher than normal transmission rates - probably gathering useful information with this experiment...
