A battery unloader/loader aligns to your vehicle, confirms your eligibility, slides out your discharged battery, places it into a charging rack, and then launches a user interface asking you how much charge you want in money or mileage, based on the AI of the battery system. Payment is confirmed, and then a fully-tested, properly charged battery pack is loaded into your vehicle, and off you go, all in no more time than filling a gas tank.

LOL. Your time frame for swapping out a battery is quite optimist. My best guess would be at minimum a half an hour. The entire industry would need to be standardized to get to that time frame

Ever swap out a forklift battery ?

Not if you did it right. A good ME could design a method to dock, align, secure, unload, and reverse. 3 min max. *I* could do that, and I am a lousy ME ;-)

Swapping a forklift battery is a maintenance task, not an operational/ process task.

NET: it could be done.
