I believe Reagan would have said it. Carter was not a communist. Reagan told America the truth about Carter. Had Carter been a communist, Reagan would have told America the truth about that, too.

Considering Nixon was a key player in the McCarthy hearings as well as one of the guys who nailed Alger Hiss as a Communist, I’m pretty sure that Nixon probably would have come right out and said it as well. Heck, he also called out that Helen Douglas lady as being “pink right down to her undergarments” in reference to her Soviet-sympathizing politics.
Can’t comment on Ford or Ike, though, or even Bush.
