Possibly a slight mistranslation from another language.(?) It could mean: “Biden has an issue (with) touching individuals and invading their personal space.”
Actually, when someone "has an issue with something," it usually means that he doesn't like something or like doing it.
Examples:
1. I have an issue with conceited big-mouths. (Doesn't mean that I like conceited big-mouths.)
2. Young girls have an issue with Joe Biden fondling their bare shoulders, sniffing their hair, etc. (Doesn't mean that they like being fondled, touched, sniffed, etc.)
