Schiff says the Framers should have put "impeach in the first term?"

There were no term limits in the Framer's Constitution. Impeachment had no pressure from second-term Presidents.

Should FDR have been impeached for delaying so long before entering WWII while Jews were being slaughtered in Germany, if delaying aid and not "protecting our allies" is an impeachable offense?
