That's exactly the action that the bill would have banned. 80% of AZ voters get their ballots in the mail and this bill says you can mail them back or vote in person, but you can't drop off your completed ballot at the polling place.

Is that a hidden part of the bill, because what I read is that 3rd party groups cannot collect the ballots, not that each individual voter can't drop their ballots off?

You're right, this applies to the 2016 bill which was about third-parties.

I was thinking about the bill (SB 1046), introduced by the same Senator, that says people who get ballots by mail can only return them by mail.

It would have the same effect - killing harvesting - but it didn't pass.
