Maybe facetious is the wrong word. Of course it wasn’t a “roast”. There was nothing funny about it. It was a parody but with malicious intent.
He was projecting evil motives onto Trump and doing his best to make Trump look bad, by trying to get people to believe that despite Trump’s actual words (which many had already read), there were evil thoughts and motives in Trump’s head (according to Schiff) and Schiff was acting out his imaginary version of those evil thoughts and motives in a malicious “mob boss” parody.
What Schiff did was dishonest and despicable, but he obviously wasn’t trying to pass it off as an actual quote.
And yes, he is a malicious dirtbag
