I'll tell you what I think is holding them up.
Based on the testimony today, the obstruction of Congress charge falls apart because Schiff's subpoenas were illegal since there was no prior vote from the House as a whole to authorize the committee to issue subpoenas.
If Pelosi now calls for a vote to legitimize subpoenas from Schiff's and Nadler's committees, that would make the obstruction charge moot and the Republicans should move to have that article of impeachment dismissed.
That would then leave only the abuse of power charge left, and that comes down to removing the President over a phone call and a meeting not taken?
So the Democrats are stuck with trying to get the Senate to do the job that the House failed (or strategized not) to do.
