By 1996 they had returned all the nukes to Russia in exchange for assurances of economic and military aid. Hah!! In 1991 Bush 1 was president and left office in 1993 when Clinton entered the presidency. It looks like the disarming process started under Bush 1 and was completed under Clinton.
