The only way this has any effect is if the US has a POTUS like Obama who is looking for an excuse.
All UN Resolutions are technically non-binding as they have no means to enforce anything on anyone that does not volunteer to be bound by their nonsense.
The downside is that I can see some Illegal Immigration/Open Borders advocacy group using this in a lawsuit to convince some liberal hack Judge to try to overturn President Trump’s agenda of eliminating illegal immigration.
