You’re thinking of Louisiana.
The governor and themayor of New Orleans were as useless as teats on a boar hog. The people weren’t much better.
I know three people from Virginia who took their dump trucks and headed south to help out. Two ended up in New Orleans. They later said it was the biggest cluster screw they had ever seen. State and local governments were too busy playing the blame game to get anything done and the majority of the people were sitting around waiting for someone else to fix everything.
Both said they would never go back under any circumstances.

The third fellow was sent to Biloxi, MS. Completely different story.
Neighbors got out their saws and cleared roads and streets. Looked in on the elderly and pulled together. Locals with backhoes, front end loaders and other equipment volunteered their equipment, time and money to help out. The state and local governments sent volunteers where they were most needed.
Fella said he would be happy to help out Mississippi any time they needed it.

Read post #24. Mississippi got off their butts and worked from the North part of the state to the Gulf Coast to clean the damage up and help those affected. Individuals, churches, and businesses all chipped in like I’ve never seen before to help. One would have to have seen it first person to understand the pride and determination of Mississippi.
