I dealt with military contracts for an entire career. If I could have cut out the unnecessary parts I could have lowered the equipment costs by orders of magnitude. The contracts are full of pork, padding and requirements to use this or that company or service as political patronage. One honest Democratic senator said, “Politics is all about who gets how much and when.” (Can’t remember his name. Hillary ran for his seat.)
Not just a "fence"..more like a 32 ft bollard system, with deep foundations, side access paved road, electronic surveillance and detection systems, lighting etc.
Funding also covers giant mutant scorpions fitted with lasers to patrol?
