I don’t get the “10% of the prevailing vote to 25%.” What’s the “prevailing” vote?

It was a bill that came out of committee not passed yet. I think the recall issue is a constitutional one. It would have to be passed by two successive legislative sessions and then put to the voters. It would not pass in time to help Northram. Similarly a proposal to increase the Governor’s term to 8years is a constitutional change. The legislature couldn’t just take a single vote to make it happen.
