Where does it say that is illegal? I think what he's doing is despicable, but from my reading of your link, he actually does have the right to do it because of this explicit exception:

"...except to the extent necessary to ensure public safety in any place or facility designated or used by the Governor."

I do think there would be an issue if the governor started mass "designations" of such spaces throughout the state. But on statehouse grounds...I think the law does authorize that.

read the entire sentence:

"...in any place or facility designated or used by the Governor, any political subdivision of the Commonwealth, or any other governmental entity as an emergency shelter or for the purpose of sheltering persons"

We're not talking about emergency shelters.
