Expect Manchin to be a NO vote. Wouldn't count on it. He's not up for re-election until 2024. The worst that could happen to him would be a recall, and the Republican candidates that have run against him in the past have been horrible.

Absolutely. We probably have 3 democrats who will vote with republicans. Now question is how many republicans vote with democrats?
