I disagree with this, unless we extend this time limit to the civil service aka Deep State. Otherwise, legislators are just puppets dancing on the Deep State’s strings.

That is the point that everyone seems to miss in term limits, it simply shifts the power to unelected job-for-life bureaucrats. We are already suffering from them.
