Evil? No way. There are certain cultures where it’s ok to steal. Lying and cheating are ok too. What does the Koran say about infidels. Gypsies at tourist sites in Europe. Don’t forget the Nigerian prince. It is what it is.
People in these cultures laugh at us for thinking that honesty is a positive attribute. Most Americans at least feel guilty if they cheat or scam someone, though there are sociopaths among us.
There may well be certain cultures where it is considered OK to lie & steal, but I don’t think it’s a culture we foster in the U.S. My thought is that these people who call us misrepresenting the Soc. Sec. Administration need to be jailed.....right after other appropriate punishment so they won’t be eager to try it again after they’ve served their time.
