Probably they were Iranians who had resettled in Canada, and were back home visiting, and trying to get out of the country before a new war started.

Tragically it was the cheapest flight route for Iranian-Canadians to return to Canada via Kiev and Toronto. The stories are being posted on Canadian media about many of the victims who were students and professors returning to Canadian universities after Christmas holidays. Several universities across Canada lost staff and/or students. There were 27 of the 67 total victims just from Edmonton alone, which has a big Iranian community. The University of Alberta in Edmonton was hardest hit.
