When IRAN held 52 Americans Hostage for 444 days this money should have been FORFEITED to the US long ago as compensation for the illegal confinement.

Sadly for the country, Obama was our president and I doubt any act of Congress was involved in the freezing of the assets...so whoever entered the White House was free to unfreeze.
Elections do have consequences, after all.
Obama didn’t give them the money from that account...not from ‘their’ account. From what I heard there was some creative money laundering - something along the lines of Obama using a taxpayer-funded emergency account intended for ...well, for a disaster in the US or some other dire thing ... paying them from that by converting to foreign currency to avoid the prohibitions on dollars in the sanctions and avoid congressional oversight.
The $1.7 billion was in the Foreign Military Sales Trust Fund.
