Don't they have to vote for the trial rules before they can dismiss the Articles? I'd say that would be standard protocol.

They need to put the rules in place first and start the clock ticking.

After 25 days, if Hawley’s rule change is adopted, any senator can file a motion to dismiss with prejudice for failure to prosecute.

The onus is now on the House.
