They didnt forget and this contingency is accounted for. The entire House stands for election every two years. The best solution IMHO.Uh no. There is another pesky thing called the 2d Amendment that the Founding Fathers thought might be quite valuable in checking a rogue congress.

That idea went into the sewers almost from the start.
Putting term limits on congressional seats and senate seats, is what the founding fathers didn't think through (for the most part).
