The Pentagon houses the US Military Forces command center-— the US Military’s Commander in Chief is the President of the USA— the Chief Executive. Who executes the Policy, and the Constitutional Authority of the Executive Branch.

Only Democrats are allowed to fundamentally transform America. Heck, they wouldn't even let Bush nominate Miguel Estrada just to keep Republicans from the possibility of nominating the first Hispanic Supreme Court Justice.

Broad policy is set by the administration in power and by congress.
Detailed policy and regulations implementing the broad policy goals are written by the Pentagon.
